bizSAFE Level 3: what it means when you hire a transport contractor

The bizSAFE Level 3 logo

bizSAFE Level 3 is a Workplace Safety and Health (WSH) Council certification. It recognises that a company has conducted risk assessments for its workplace, in line with the WSH (Risk Management) Regulations, and had that work audited. It is valid for three years, which makes it a quick first check that a transport contractor has a working safety process before their trucks and drivers arrive on your site.

How a company gets bizSAFE Level 3.

What bizSAFE Level 3 recognises

According to the WSH Council's bizSAFE application page, Level 3 and above recognises that a company has conducted risk assessments for its workplace in compliance with the WSH (Risk Management) Regulations. To get Level 3, the company must go through a Risk Management audit.

  • What it recognises: that risk assessments have been conducted for the workplace
  • How it is checked: through a Risk Management audit, not self-declaration
  • How long it lasts: the WSH Council's bizSAFE FAQ says Level 3 is valid for three years, or until the relevant external certifications expire, whichever is earlier
  • Renewal: the application page says renewal should be submitted two months before the status expires

What it does not tell you

bizSAFE Level 3 is a company-level certificate about how risks are managed. It is one useful check, not the only one. It does not by itself show that a particular truck is roadworthy, that a particular driver is licensed for it, or that the contractor understands your site's own rules. Those still need to be confirmed separately.

It also does not mean a company never has accidents. It means the company has assessed its risks and has had that process audited.

Five questions to ask a transport contractor

  1. Which bizSAFE level do you hold, and what is the certificate number and expiry date?
  2. Can you show the risk assessment for work like ours, such as bringing heavy trucks onto a live construction site?
  3. How are drivers briefed on site hazards and procedures before they start?
  4. Who do we contact if there is an incident or near miss, and how is it reported to us?
  5. Is every vehicle registered and licensed for commercial use in Singapore?

Is bizSAFE Level 3 compulsory for transport contractors?

It depends on the contract and the site's own requirements. Check the tender documents or ask the main contractor which bizSAFE level, if any, they require from transport providers.

How long is bizSAFE Level 3 valid?

Three years, or until the relevant external certifications expire, whichever comes first, according to the WSH Council.

How can I check a contractor's bizSAFE status?

Ask the contractor for their certificate, which shows the level, certificate number and expiry date. The WSH Council also lets a company check its own level, status and expiry date through its bizSAFE e-services.

Does bizSAFE Level 3 mean a company has had no accidents?

No. It recognises that the company has carried out workplace risk assessments and had them audited. It does not guarantee that accidents never happen.
